How to use it
- 01Read the whole solicitation, including every attachment and amendment.
- 02Paste in the requirements, one per line, word for word.
- 03Tag each one and map it to the evaluation factor it's scored under.
- 04Assign an owner and update the status as drafts come in.
- 05Before you submit, confirm every page number and check every format rule.
Questions
Should we include the matrix in our response?
If the solicitation requires it or allows it, yes. Check whether it counts toward the page limit.
Who should own it?
One person, usually the proposal manager. Everyone else updates their own rows.
Can I move my work to another computer?
Yes. Download a backup and restore it on the other computer, or download the spreadsheet.
