Questions

Why a submission buffer?

Portals fail at the worst moment. A day of buffer keeps an upload problem from costing you the bid.

What if the timeline is too tight?

Look at drafts and reviews first. If they're under their minimums, cut scope, add help or ask the buyer whether an extension is possible.

Does it handle time zones?

Yes. The due time is shown in the solicitation's time zone and your own.
